Predecessor to the Changi class Heavy Cruiser in the Stellar Federation Starfleet was the Biscay class Light Cruiser. Midway in size and capacity between the Glenrowan and Changi class ships, the Biscay class cruisers carried the flag of the Stellar Federation for many years, and many of their revolutionary design features in weaponry and shielding were later incorporated in the Balmoral class Frigate design. However, the chief weakness of the Biscay class was a lack of range: while not being a problem when the ships were built, in later years the expansion of the Federation meant that their endurance was severely taxed. It was chiefly this shortcoming of these otherwise fine ships that prompted the development of the Changi class.
